App Development Cost in Dubai/UAE in 2026: What Your Quote Should Include
A quote for a "bilingual app with payments" can hide very different projects. What to check in Arabic testing, payments, data requirements and ongoing costs before comparing app quotes for a UAE launch.

A quote for a "bilingual app with payments" can hide very different projects. One supplier means translated screens and a successful card payment. Another includes Arabic layout testing, payment failures, refunds, an operations dashboard and a documented data flow.
Those are not the same scope. Comparing their totals tells you very little.
There is no responsible single price for an app in Dubai without knowing what it must do. This guide does not invent a UAE market average. It shows the decisions that should be visible in your quote before you sign.
Start with the complete workflow
Write down who uses the product and what each person needs to finish a task. A booking app might need a customer flow, a staff dashboard, cancellation rules and support tools. A delivery app adds a different set of operational decisions.
For each role, separate launch requirements from later ideas. Name the external systems, the information exchanged and who provides access. "CRM integration" is not a finished requirement until both sides agree which records move, in which direction and what happens when the connection fails.
Ask each supplier to quote the same written list. Compare included outcomes and exclusions, not feature counts.
Arabic support is more than translation
If your audience needs Arabic, budget for content and interface testing together. Android's own localization guidance identifies text expansion, mixed-direction text and unmirrored interface elements as sources of layout problems.
As a practical acceptance test, review a complete Arabic journey: registration, search, checkout, errors and receipts. Include mixed Arabic and English names, numbers and reference codes. Decide who supplies and approves translations, including notifications and support messages.
Do not accept a language toggle as proof that the full journey works.

Payments need the unsuccessful path too
Choose the provider and required payment methods before treating checkout as a fixed line item. Confirm merchant eligibility, account approval, supported currencies, settlement terms and transaction fees directly with the chosen provider. They are not all included in an app-development fee.
The engineering work should name successful, failed and delayed payments, plus the refund process. Stripe's documentation, for example, recommends server-side webhooks to detect payment completion rather than relying on the customer staying on the confirmation page. That is an implementation example, not a recommendation that Stripe fits every UAE business.
Ask your supplier to demonstrate what happens when a customer pays and closes the app before the order screen updates.

Set data requirements before choosing hosting
The UAE's federal Personal Data Protection Law addresses personal-data processing and cross-border transfers. Health information also has sector-specific legislation. The applicable requirements depend on your business and data; a generic "PDPL compliant" label is not enough to settle them.
Have your legal or compliance adviser identify the requirements that apply. Then ask the engineering team to document where data is collected, stored and processed, who can access it, and which third parties receive it. Agree retention, deletion and access-control requirements before selecting the architecture.
This is a scoping checklist, not legal advice or a promise that every UAE app must use the same hosting location.

Compare three separate budgets
Build and launch: design, apps, backend, administration tools, integrations, testing and release support. Name who owns the store accounts and what happens if a submission needs changes.
Running costs: hosting, storage, messaging, maps, payment processing and any AI usage. Ask which are paid directly to providers and which are covered by a support plan. Request an estimate tied to stated usage assumptions, not an unexplained monthly total.
Changes and support: bug-fix coverage, operating-system updates, response arrangements and new work. A launch price is not a lifetime maintenance agreement.
White-label or custom?
A working base may fit when your workflow matches what is already built. Request a live demonstration of your required flow and a written list of additions. Custom development makes more sense when the workflow itself is your differentiator.
Ownership is a separate decision. Matrytech's white-label model uses a non-exclusive license; source access and modifications are set in the agreement. Our custom-build terms and IP transfer are agreed in writing, with transfer on completion and final payment under our standard terms. Do not assume the two routes have identical rights.
Before you request a number
Bring a one-page brief: users, launch workflows, Arabic requirements, integrations, payment provider, data constraints and support needs. Ask for a proposal that separates build cost, recurring costs, exclusions and acceptance criteria.
Matrytech is based in Gurugram, India and serves UAE clients remotely. We do not currently have a registered UAE entity. We confirm price and milestones in writing after discovery, rather than quoting a market-average number as if it were your project.
